Job Overview
The Comprehensive HIV Free Project, funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the Centers for Disease Control (CDC), is seeking an experienced Finance & Operations Manager (FOM) to support financial leadership, operational oversight, compliance management, and administrative coordination for HIV/AIDS intervention programs in Cameroon.
The project is implemented by the Cameroon Baptist Convention Health Board (CBCHB) across the West Region, North West Region, and South West Region of Cameroon, supporting multiple differentiated service delivery (DSD) sites. The selected candidate will work closely with project teams to ensure financial accountability, donor compliance, operational efficiency, and strategic budget management.

Key Responsibilities
Financial Management & Budget Oversight
- Manage, prepare, administer, and control project budgets and financial resources.
- Review monthly budget vs actual expenditure reports, forecasts, and financial performance metrics.
- Support annual budgeting, financial assessments, and audit preparation activities.
- Develop and maintain internal financial reporting systems for management and donor compliance.
- Provide recommendations to leadership regarding financial planning and fiscal controls.
- Ensure project spending remains within approved scope and budgetary guidelines.
Compliance & Donor Regulations
- Monitor compliance with donor regulations, procurement policies, grant management procedures, contractual obligations, and organizational policies.
- Ensure adherence to Generally Accepted Accounting Principles (GAAP), donor requirements, and financial reporting standards.
- Support financial audits and regulatory assessments while implementing corrective actions where required.
- Maintain compliance with Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR), and government-funded program requirements.
Operations & Administrative Management
- Coordinate operational startup procedures, office administration, logistics, and field operations support.
- Oversee documentation, contracts, agreements, filing systems, and project deliverables.
- Collaborate with project teams, field staff, and management to improve operational efficiency.
- Supervise finance and operational staff to ensure high-quality service delivery.
- Support human resources administration, procurement coordination, logistics management, and office systems.

Required Qualifications
- Education: Bachelor’s Degree or international equivalent in Finance, Accounting, Business Administration, Economics, Public Administration, Commerce, or a related discipline.
- Experience: Minimum 5–8 years of related work experience, including:
- 3 years in management or supervisory positions
- 3 years working at corporate, NGO, donor-funded, or organizational level
- Strong knowledge of financial controls, accounting systems, grants management, audit procedures, budgeting, donor compliance, and reporting systems.
- Experience working with government contracts, grants, foundations, NGOs, healthcare organizations, or donor-funded programs.
- Strong understanding of GAAP, CAS, FAR, SOX compliance, financial regulations, and government accounting practices.
- Excellent analytical, leadership, negotiation, and organizational abilities.
- Ability to manage multiple deadlines and complex operational priorities.
