Job Overview

The Program Monitoring and Evaluation Specialist will play a pivotal role in designing, implementing, and managing robust M&E frameworks for UNDP’s development programmes in Cameroon. Working closely with project teams, government counterparts, and donor agencies, you will ensure that interventions are tracked against results, lessons are captured, and evidence is generated to inform strategic decisions. Key Responsibilities

• Develop and refine logical frameworks, results matrices, and indicator tracking tools for multiple programmes.
• Lead data collection, verification, and analysis activities, ensuring data quality and integrity.
• Prepare quarterly and annual performance reports, including narrative summaries, visual dashboards, and impact assessments.
• Facilitate learning workshops and knowledge‑sharing sessions with stakeholders to disseminate findings and best practices.
• Support the design of baseline studies, mid‑term evaluations, and independent audits.
• Collaborate with finance and procurement teams to align M&E activities with budgetary and contractual requirements.
• Provide technical guidance and capacity‑building to local partners on M&E methodologies and tools.
• Contribute to proposal development by articulating monitoring and evaluation approaches and budgets.

Required Skills

• Strong analytical skills with proficiency in statistical software (e.g., SPSS, Stata, R) and data visualization tools.
• Excellent written and verbal communication skills in English and French.
• Ability to work independently and manage multiple priorities in a fast‑paced environment.
• Experience in gender‑responsive and results‑based management approaches.
• Proficiency in Microsoft Office Suite, especially Excel and PowerPoint.
• Strong interpersonal skills for effective stakeholder engagement and negotiation.

Education

A Master’s degree in Development Studies, Economics, Public Policy, Statistics, or a related discipline is required. Advanced certifications in Monitoring & Evaluation, such as the International Program Evaluation Association (IPEA) credential, are considered an asset.

Experience

Candidates must have a minimum of five years of professional experience in monitoring and evaluation within international development, preferably with exposure to government programmes, donor-funded projects, or NGOs operating in Africa. Experience in climate‑related or governance programmes is highly desirable.

Salary

The successful applicant will receive a competitive monthly salary ranging from 1,500,000 to 2,500,000 SSP, commensurate with experience and qualifications. Salary is paid in Central African CFA Franc (XAF) and includes statutory benefits as per Cameroonian labor regulations.
