About the Opportunity

UNOPS is expanding its operations and strategic partnerships across Cameroon and Madagascar to strengthen its contribution to the United Nations Sustainable Development Cooperation Framework (UNSDCF) and national development priorities.

To support this expansion, UNOPS is recruiting a highly motivated Partnerships Specialist who will help build and strengthen partnerships, develop technical proposals, expand the project pipeline, and contribute to sustainable development initiatives across the region.

About UNOPS Congo Multi-Country Office (CDMCO)

The UNOPS Congo Multi-country Office is headquartered in Kinshasa and oversees operations across 11 countries, including Cameroon and Madagascar. The office is responsible for managing strategic and operational risks while delivering efficient services that support sustainable development outcomes for governments, donors, and partner institutions.

The Partnerships Development team plays a critical role in identifying business opportunities, strengthening donor engagement, and expanding UNOPS program portfolios throughout the sub-region.


Role Overview

Under the supervision of the Multi-country Office Director and Business & Partnerships Advisor, the Partnerships Specialist will lead partnership development and program expansion activities for countries managed by the Multi-country Office.

This role requires a professional capable of building strategic alliances with:

  • UN agencies
  • Governments
  • International NGOs
  • Development partners
  • Foundations
  • Private sector organizations

The selected candidate will contribute directly to pipeline development, proposal writing, project negotiation, donor coordination, and strategic positioning of UNOPS within regional development frameworks.


Key Responsibilities

1. Partnership & Program Development Planning

  • Develop comprehensive partnership and program development strategies aligned with UNOPS Strategic Plans and regional priorities
  • Analyze national and regional humanitarian and development landscapes
  • Identify operational niches and growth opportunities for UNOPS
  • Assess risks and opportunities linked to strategic expansion initiatives

2. Opportunity Development & Proposal Writing

  • Monitor humanitarian and development trends to identify new partnership opportunities
  • Draft concept notes, technical proposals, and project documents
  • Coordinate technical and financial proposal requirements
  • Support negotiations and development of framework partnership agreements
  • Manage pipeline opportunities and maintain engagement systems aligned with UNOPS standards

  • Strengthen negotiation and partnership-building skills within project teams
  • Support knowledge sharing and dissemination of lessons learned

Required Qualifications

Education

  • Master’s Degree in:
    • Business Administration
    • International Development
    • Political Science
    • Communications
    • Public Administration
    • Engineering
    • International Relations
    • Related field

OR

  • Bachelor’s Degree in a related discipline with an additional two years of relevant experience.

Certifications

  • PRINCE2 Foundation or PMP certification is desirable.

Professional Experience

  • Minimum 5 years of relevant professional experience in:
    • International development
    • Partnership development
    • Proposal writing
    • Program development planning
  • Experience working with:
    • UN agencies
    • Governments
    • International NGOs
    • Donors
    • Foundations
    • Private sector partners

Additional experience in post-disaster, emergency, or humanitarian contexts is considered an advantage.


Technical & Professional Skills

  • Strong proposal writing and negotiation skills
  • Experience in donor engagement and partnership management
  • Ability to analyze complex development environments
  • Strong communication and stakeholder management capabilities
  • Familiarity with Google Workspace and web-based management systems

Language Requirements

Fluency in both English and French is mandatory.
