About the Role

The Norwegian Refugee Council (NRC) is seeking an experienced Head of Support to oversee all operational support functions in Cameroon. This includes Finance, HR, Logistics, and ICT systems, ensuring they deliver efficient and high-quality support to humanitarian programmes in a complex environment.

Purpose of the Position

The purpose of this role is to ensure that all support departments operate effectively, comply with NRC and donor standards, and contribute to smooth programme implementation. The Head of Support will play a strategic role in improving systems, reducing costs, and strengthening operational efficiency.


Key Responsibilities

Internal Control & Compliance

You will be responsible for strengthening internal control systems and ensuring full compliance with NRC policies and donor requirements. This includes improving backlog systems and ensuring operational accountability across departments.

Technical Support Across Departments

Provide high-level technical guidance in HR, Finance, Logistics, and ICT functions, ensuring all departments operate efficiently and in alignment with global standards.

Cost Efficiency & Innovation

Lead initiatives to improve cost-effectiveness in support functions and identify innovative approaches to enhance operational delivery in a changing humanitarian context.

Data & Systems Management

Improve data management systems, reporting tools, and information-sharing processes to support evidence-based decision-making across the Country Office.

Policy Development

Coordination & Leadership

Ensure smooth coordination between Yaoundé headquarters and field offices while representing NRC in meetings with UN agencies and international NGOs. The role may also require acting as Country Director when needed.

Professional Requirements

  • Postgraduate degree in Operations Management, Finance, Business Administration, or related field
  • Minimum 4 years of senior management experience in humanitarian or recovery settings
  • Strong experience working in complex and volatile operational environments
  • Knowledge of HR, Finance, and Logistics systems in NGOs
  • Fluency in English and French (written and spoken)
  • Experience in resource allocation and cost management is an added advantage

Context & Skills

Candidates with prior experience in Cameroon or similar humanitarian contexts will have an advantage. Strong analytical skills, especially in handling large operational datasets, are essential. Experience in organizational transitions such as start-up or scale-down operations is highly valued.
